As the sun sets on Monday, Feb. 28, 2011, a small group rallies outside the Wisconsin State Capitol as hundreds more protest on the other side of the locked-down building in Madison, Wis. The building was not opened to the public at 8 a.m. Monday and remained locked per a Department of Administration (DOA) order. The DOA said remaining protesters, permitted to stay inside the building Sunday night following defiance of a 4 p.m. Sunday order to leave the building, are not complying with requests to remain on the ground floor and vacate other areas of the Capitol for needed cleaning. During the past two weeks tens of thousand citizens, public workers, teachers, and union members, including Service Employees International Union (SEIU) Wisconsin Healthcare, have rallied inside and outside the Capitol to protest a budget repair bill proposed by Gov. Scott Walker. The proposed bill requires state employees to make higher contributions to their pensions, increases health insurance premiums, and changes provisions in the state's collective bargaining law.
